Strategic Account Management holds two tables for this, dashboard_link_groups and dashboard_links, and both are empty today — that application falls back to its code seed, so a change recorded on this screen reaches nothing. A change request has been raised covering three pieces of work in this order: a secured write endpoint, populating the tables with all ten groups, and only then retiring the code-seed fallback. Ten, not nine: the nine UK South groups can be copied from the current code seed, but the shared global group has to be created, because it exists as a row nowhere today — its five links are assembled in code with no group behind them. The order matters: retiring the fallback before the tables are populated would empty the rail in the live application.

Deactivation, never deletion. A deactivated group or link keeps its row, its name, its address and its history, carries who deactivated it and when, and can be reactivated in one action. Nothing is removed outright.

Deactivating a group takes its active links with it, and each one records that it went down with the group. A link somebody had already switched off in its own right is left alone: it keeps its own reason, its own name and its own time, and reactivating the group does not bring it back. A link off because its group is off cannot be switched on by itself while the group is off — it returns with the group.

Addresses are checked for format only. Nothing on this screen has tried to open a link or confirm that it resolves.

Only UK South has link groups today. Every other region genuinely holds none: this is an empty list in Strategic Account Management, not data missing from this screen.

Working name, unconfirmed. "Shared global rail" is this register's own wording. Strategic Account Management holds no group row for these five links at all — they are assembled in its code — so nobody has agreed what this group is called or who owns it. That is open question SA-04, and a name has to be agreed before the tables are populated.
